Democrats’ reported victories in the November 3 midterm elections, giving them control of both chambers of Congress, have prompted European officials to consider how the result could affect President Donald Trump’s approach to Ukraine and U.S. allies. The outcome is a setback for Trump, but it does not itself determine the administration’s foreign policy.

The Associated Press reported that Democrats won control of the House and Senate. The change in congressional leadership takes effect with the next Congress in January 2027; until then, Trump remains president and retains executive powers.

European diplomats cited by Euronews said a Democratic-led Congress could press the administration to maintain military support for Ukraine, including air-defense supplies. One diplomat said European officials hoped the result would lead to smoother deliveries of military aid.

Those expectations remain uncertain. A new majority could increase congressional scrutiny and influence legislation and funding, but it does not guarantee a change in the president’s policy. The Council on Foreign Relations has also noted that Congress’s role in foreign policy depends on the powers and procedures involved.

Ukraine talks are planned for Abu Dhabi

Separately, representatives from Ukraine, Russia and the United States were expected to meet in Abu Dhabi on November 10 and 11. European officials familiar with the discussions described the chances of a broad agreement as limited, while expressing hope for progress on prisoner exchanges and protecting energy infrastructure.

European officials are also watching whether Trump’s domestic political setback changes the balance between Congress and the White House. For now, any shift in U.S. policy toward Ukraine or Europe remains a possibility, not an announced decision.
